U2 means a dent about the size of a palm.

A dent you would see standing beside the car. The paint may be intact or may be cracked at the deepest point, and the sheet does not tell you which.
That distinction is the whole cost. Paint intact means dent removal at a few hundred dollars. Paint cracked means bodywork and a repaint, which is four times the number.
This is the mark most worth asking your proxy for a photo of. One picture of that panel turns a wide estimate into a firm one.
What it should do to your bid
Budget the high end unless you have a photograph. Cars are rarely cheaper than the sheet suggests.
