S2 means rust larger than a fist.

Rust across an area the inspector could not describe as localised. At this scale it is usually along a seam, an arch lip or the length of a sill.
Assume perforation somewhere in it. A patch over spreading rust lasts two winters, and a proper repair means cutting metal out and welding new metal in.
Read the handwritten notes next. If the inspector wrote 下廻りサビ (underbody rust) as well as marking S2 on the body, you are looking at a car that lived somewhere with salt.
What it should do to your bid
Bid as if the number is the high end. If you are not prepared to do welding, this is a car to pass on.
