The inspector found a scratch roughly the size of a hand, sitting in the paint surface rather than through it. A1 is the mildest of the three scratch marks.
On a car that is 25 years old this is the most common mark on the whole diagram, and it is the one you should worry about least. A detailer with a polisher removes most A1 marks in an afternoon.
What matters is where it sits. An A1 on a door is cosmetic. An A1 on a bumper corner or a sill often means the car was parked badly for years, which tells you something about the owner rather than the panel.
What it should do to your bid
Do not adjust your bid for a single A1. Three or four across one side is a car that was used, not abused.
